Chat above mark "forums as read"

The chat will be posted on the index page under "Mark forum as read". But I would like the above mark forum as read. How do I do that right?

Is there anyone who can help me with this? Would be very considerate. I've been working on this for a while now, but it's not really working.

After modification (see below) the chat is indeed placed above "Mark forums as read", but the current time has now also been moved and it should actually remain.
