I do not know exactly what you mean.

There is a block of menus (links) and a Link to us block(show the link to the page in textarea).
You can also create blocks with affiliates, using a list of banners.

I have thinking about this but can not find it useful.
There are many advertising services, and the simplest is use the "custom" block and paste the advertising code directly on it.
