Regarding the blocks of this specific extension, they could actually be divided into 2:
latest downloads (a similar block already existed for board3portal)
showing a list of the latest downloads created, but with pagination to see the entire list, in the acp there could be an option to choose the number of downloads per page, perhaps being able to choose which categories will be displayed in the block
top downloads
a list of the most downloaded downloads, with tabs to show those for the week, month, year or overall, showing the thumbnails, titulo, number of downloads, comments, and rating with the download link of course. in acp you can configure the number of downloads that would be displayed
