auto resize image when posting in chat (cBB Chat v1.0.1)

Hi,
I'm looking for the way to limit the image size (like... auto resize it into <number>px. regardless of original one) for everyone when posting into the chat except for smiles.
Can you advise where can I look ?
EDIT: There is another question about clicking the link in chat. It always open it in the same page. How can I change to open the link on new page ?
